Cardiff Capital Region · LSOA 2021
Understand climate vulnerability, small area by small area.
A decision-support tool for public-sector officers across the ten Cardiff Capital Region local authorities. It brings together hazard, exposure, sensitivity and adaptive capacity evidence for every Lower Layer Super Output Area.
Scores are relative rankings within the Cardiff Capital Region, not absolute measures of risk.
Purpose
- Identify neighbourhoods where climate hazards meet people and places least able to cope.
- Support targeting of adaptation investment, resilience planning and community engagement.
- Make every figure traceable to its source, period, geography and licence.

How to read the scores
0 to 100, higher means more vulnerable
Each indicator is converted to a percentile rank across all CCR LSOAs. A score of 80 means the area ranks above roughly 80% of CCR areas on that measure.
Relative, not absolute
Scores compare areas within the region. A low score does not mean an area is free from risk.
Four domains
Hazard (flood, heat), Exposure, Sensitivity and Adaptive Capacity are scored separately, then combined into a hazard-specific index.
Gaps are shown, never filled
Where data is missing or coverage is too low, you will see “Not available” rather than a zero or an estimate.
Evidence grades
Every indicator carries a grade. Each score shows the lowest grade among the indicators that feed it.
Official, measured
Published official statistics from direct measurement or census.
Official, modelled
Official outputs produced by statistical or physical models.
Derived or proxy
Calculated by UrbanCat from other sources, or a proxy for the concept.
